In IE7 open a new tab.
I want to have IE running and open an
html file in a new tab of IE. What happens now is a new version of IE will be started and will have IE running twice.

In IE7 open a new tab.
If you're using IE7, have you looked at:
"Tools" from the menu, "Internet Options", and then "Setting" in the Tabs section towards the bottom of the dialog box.
