Default Regional Settings Won't Open, Please Help

I've posted here several times, but I've never gotten any
replies. =( Hopefully, someone can help me this time.
Here's the original post that I copied and pasted to a
Word file so I wouldn't have to type my problem all over
again.

I can't open my Regional and Language Options in the
Control Panel. So I searched various forums for help,
and the best process seemed to be using "SFC /scannow."
When I first ran this in the CMD prompt, I received this
message:

Windows File Protection could not be initiate a scan of
protected system files. The specific code is 0x000006ba
[The RPC Server is unavailable.].

Then, I used an article
(http://support.microsoft.com/default.aspx?
scid=http://support.microsoft.com:80/support/kb/articles/Q
296/2/41.ASP&NoWebContent=1) in the Mircosoft Knowledge
base to fix this problem in order to resolve the original
problem with the Regional and Language Options.
However, after following its directions, I still received
the same error message as above when I ran SFC /scannow.
Can anyone help me? I'd appreciate it.

By the way, I recently rememberd deleting SFCfiles.dll a
while back before I had this problem. May this have
something to do with it? If yes, what should I do?

For more information=20

contact your computer manufacturer.

Insert your Windows XP compact disc (CD) into your CD-

(You can also boot with a Windows 98/Me Startup disk=20

with CD support and run=20
WINNT.EXE in the I386 folder on the CD)

When the "Press any key to boot from CD" message is=20

displayed on your=20
screen, press a key to start your computer from the=20

Windows XP CD.

When you see the following message displayed on the=20

Welcome to Setup screen,=20
press ENTER: To setup Windows XP now, press ENTER.

At this point an option to press R to enter the Recovery=20

Console is=20
displayed. Do not select this option.

On the Windows XP Licensing Agreement screen, press F8=20

to agree to the=20
