"add printer" option does nothing

i am logged in as an administrator and the 'add printer'
option does nothing when i click on it. when the 'add
printer' icon is highlighted, the 'properties' menu is
grayed out.

this epson 820 printer once worked with the same set up.

how do i solve this?
