Its not included on the preload because it's useless
You need a tape drive - and Time dont supply systems with Tape Drives.
It wont write to a CD-R/RW. Time decided preinstalling it was more
trouble than its worth. For the same reason Microsoft did not include
it as a standard install option in XP Home - its hidden away in a
folder on OEM CDs though in XP Pro its an install option. For a home
user machine best bet is simply to zip up your data and burn to CD.
Time took the decision not to supply it to avoid customers trying to
use it, when it impossible to use on the hardware they supplied
