Read the monitor's manual - it will tell you what buttons to push on
the monitor to stretch the screen to fill it up.

You have left out much detail.

1) On a laptop, if you repair the screen and use the wrong screen
as a replacement, the right hand side and bottom of the screen
can have a black area. The laptop BIOS is passing wrong information
about the screen dimensions.

2) If you connect a computer to a TV set, the TV set may emphasize
correct aspect ratio, over attempting to fill the screen. In
which case, you use the Display control panel or PowerStrip to
correct the dimensions of the output. Or use the OSD on the TV,
to select some other policy.

3) If you connect a computer to an LCD monitor, the LCD monitor is
multisync, and will try to fill the screen in many cases. This
causes circles to look like ellipses. That means the aspect ratio
is not correct. As in (2), attempt to get the computer to send
the correct display mode and dimensions by using the Display
control panel.

You can use this tool, and the "real time" entry, to get information
about the monitor. The same information your computer is reacting to.

This shows the output of Moninfo for my 1280x1024 monitor.
It shows all the standard options available to me.
I just select 1280x1024 from the Display control panel.
