Error 0x80070bc2 when trying to install it in my existing Win 10.

Has your AV received its patch yet ?

The MS patch is blocked, until your AV says it is
safe to proceed.

Example:

Key="HKEY_LOCAL_MACHINE"Subkey="SOFTWARE\Microsoft \Windows\CurrentVersion\QualityCompat"
"cadca5fe-87d3-4b96-b7fb-a231484277cc" DWORD 0

When your AV inserts that key, then Windows Update
can patch it. If the AV isn't patched itself, it could
blue screen the machine when the Windows Update comes in
from the reboot.

So the logic goes:

No AV? Then patch it.

AV Present Yes
Check for Smooth Sailing key ? Yes
Then patch it

If you're using Windows Defender, then Defender will patch
first, then the rest of the update can be applied.

I run the free Avast.
I have that key with the Dword 0. When I run the WU, it checks and then says
" Your device is up to date".
I guess I will just have to wait.

Apropos of nothing, I just learned about the patch this morning when
reading an article online about the problem. I checked Windows Update and
it said I was up to date, butthe the date checked was a day ago, so I
told it to check again. It did, and downloaded and installed the patch
without any problems. Apparently the patch can be applied without
requireing a reboot.
I am currently running Windows 10 1709 totally up to date as per Windows
Update. I am using Windows Defender and Malwarebytes for protection. [And
please, no piling on about how stupid I am to trust Microsoft. That is
not pertinent to this discussion, and to me would just be showing off how
much you think you are better than me without considering what my
situation is or how I made my decision]

I just noticed that there is a cumulative update pack for 4056892. Time
to reinstall my Win 10 once again.

A clean install is the simple sometimes naive solution. You should do it
when you had time as well. Anyway...

I still am not offered that update when I check manually and it is not
listed in my installed updates.
Is it actually worthwhile to put that update in manually?
I do have the proper key listed in the Registry. Perhaps MS is really
staggering the release of it.
I am running Win10 HE 64bit Ver:1709 Build: 16299.125 I did the upgrade
from 7 to 10, not a fresh install.
Last update was on Jan 17 2017
KB4058043 was the last update.
