~ pops up on my desk top
does anyone know what this is that keeps popping up on
mine and others desk tops after they upgrade there computer from MS updates and it looks like a useless file that has a emblem of ~ and thats it many people has tried to contact microsoft but no they dont want to admit a fart they let so does any one know what it is and how to get rid of it and what update has this bug in it please let me know thank you.

It has to do with a bad update for Outlook Express. Perhaps if you searched Google or something for ~ and Outlook Express, something with more detail than I could provide will pop up.
