Sure you can.
16-bit apps are run by a program in %windows%\system32 called wowexec.exe. WOW stands for Windows on Windows. That is, XP starts a version of windows 3.1, which runs the 16-bit app. Wowexec.exe still exists in XP. Your wowexec.exe may be corrupt or your path may be too long.
