Finally found it!
My Win8 must be different than any others described to me here!
To get to system restore I had to go to control Panel, and in a tiny corner listing is "View by Category". There I check small icons and get a long list.There I find "recovery" and the rest is obvious.

The "View by Category" list has a major heading called "System and Security" which has a sub-heading of "Backup your computer". As backup and restore are ususlly partnered I would have thought "System and Security" would be a good starting place. Also if you have a Start orb similar to Windows 7 installed then you could have typed 'system restore' or just 'restore' in the search box and got to the "Restore this computer....." panel. When I get around to installing Windows 8 in the "near" future, and based on many comments in this newsgroup, the utility Start8 would probably be the first add-on program I install.
