Default disable auto eject

Long time ago I posted about this issue and got it solved.
Somehow it seems to have become an issue once again.
How can I prevent ejecting the CD tray automatically, when I accidentally
hit the DVD drive letter in Windows explorer?

I'm not aware of any Windows setting for that, so the only thing I can think
of is to lock the tray.

When locked, the tray won't eject even if the physical eject button is
pressed, unless a software specifically unlocks then eject the tray. FYI,
the Windows shell doesn't do tray un/locking except when the built in CD
recorder is burning a CD. Windows Explorer will show an error dialog when an
empty CD drive's letter is clicked (aside from showing a message dialog
prompting user to insert a disc). It would say e.g. "An error occurred while
ejecting 'DVD RW Drive (E'".

All locked CD trays will be released at system startup/reboot.
