Default Automatically Download Updates Will Not Stay Enabled

I have Windows 10, v. 1809, 64-bit.

Under Windows Update - Advanced options, there is an On /Off slider
for "Automatically download updates, even over metered data
connections" entry.

The slider is set to Off. When I move it to On, it automatically
slides back to Off...

Any idea why? Could not find much useful online about this issue!

Try enabling it in Services.

USA (3G and 4G being the exception). Other parts of the world
pay by the byte.

No, you have Hughes Satellite (2GB/mo cap). Rural people
sometimes are forced to use it, because no one else serves
them.

Some of your "edge of town" people are still getting
3Mbit/sec ADSL. The same would be true here. While FTTCorner
has rolled out in the city, it still isn't everywhere.

Some of our rural people are served by canopy-net (microwave).
My sister is in the woods, and when she first got it, her
microwave connection was faster than my ADSL.

In Canada, not too long ago we were "uniformly capped". You
couldn't find an unlimited service.

But the offers keep changing each year. This is Bell.
The top two items should be classified as "vaporware",
due to where you can get it. I couldn't get that here.

Not that this is important. I was "surviving"
quite nicely on 400GB/mo. I'm not a movie downloader.
A peak month for me might be 40GB (info not from
a meter, just a guesstimate).

Because my ISP has a "Free between 2AM and 7AM" policy,
one person using my plan, pulled down 1TB in a single
month, and didn't "get the letter"... Not too many
people are quite that clever. So he got 1TB on a 400GB
plan. Even when a plan has limits, there are some
"secret details" not listed on the box :-) Thanks
to dslreports for spreading the word on that.

My ISP also offered a "shotgun" option for DSL.
You could use MPPP and as many as seven DSL lines,
and combine the overall bandwidth. I don't think
there were many takers. Today I suppose you could
do 7*100, but really, who cares. The fiber package
gives more (when it works right). At one time, the
advantage of the MPPP option, is the DPI box didn't
know how to process the stream properly (good for
Torrents at the time). Torrents are no longer
interfered with.

There is at least one document, that compares country
practices. For example, Australia was like Canada at one
time, with uniform caps. But because this situation is
dynamic, the document contents could be quite different
today.

You can see the UK is dabbling with unlimited, but
some still "send the letter".

Since 3G/4G/5G are "cash cows", you can't expect the
cap to come off them. Such cows must be milked overtime. If
you're not paying $200 a month, the marketing department
hasn't done a good job.

Huh,

It is mostly unlimited here in the States.

Has Hughes Satellite gotten any better?

Speaking of false and misleading advertising, the cell phone
unlimited services cap you and drop you to a much lower
performance level. It is all in the fine print.

One of the Microwave services out here I sometimes work for
can give up to 45 Mbps, both ways. But the sure do change a
lot for it. I love these guys because you can purchase what
ever speed you want in either direction you want. So if you
are uploading a lot, you can get a much faster upload than
download.

That is not the setting to automatically download updates.

The important part is "even over metered data connections".

That setting tells Windows Update to not care when your Internet
connection is metered, and download updates anyway (whatever the cost)
instead of waiting until you are on an unmetered Internet connection.

A metered connection would be when:
* You are tethering your mobile phone over wifi, and you pay for
every megabyte downloaded.
* You are on satellite internet with a monthly cap of 2GB, which
is less than half the size of a Windows 10 version update. If
you let Windows try to download a version update, you will
go over your monthly cap and be cut off for up to a month.
* Your PC has a mobile broadband card in it, and you pay for
every megabyte downloaded.


So the big question is, do you have any Internet connections which are
set as metered connections in Windows?

Here is how to check whether any of your wifi connections are metered.
From an Administrator account, go to
Start Settings Network & Internet WiFi Manage known networks.
Click on each wifi name, click "Properties", and look at the "Set as
metered connection" setting.
