Today I noticed (again) that my settings were changed spontaneously!
I NEVER want Chrome to save ANY passwords, so I disabled this setting
(again).
I think this behaviour is becomming very suspicious!

And again today!
After starting Chrome I got some message in a window stating "could not
obtain settings from internet".
(yes, I want to synch most settings, EXCEPT paswords and folders of
course).

Maybe, such syncing REQUIRES passwords, etc to be saved on your system,
and when you sync, Chrome is reset to "save passwords" to make future
syncs possible. Just a guess.

Sorry, I meant: "EXCEPT paswords and forms".
I suppose it is possibly related to the synching process, but still it would
be a bug to change settings without user permission.

It wouldn't be the first time something happen that wasn't suppose to.

I use Chrome, too, but under Linux, and I don't sync . . . ever, and I
have it set NOT to save Login Names, Passwords and Forms, That setting
has NEVER changed. Not in years. Even after numerous updates. So . . .

It could be Windows related. Just a guess.
