try the cmd.exe method first, but that didn't seem to work. I will
reboot later.


I finally rebooted, but it did not work. It looks like W7 doesn't let us
change its global Start Menu's folder icons. It works fine with
local Start Menu folders though.


What does Global vs. Local mean?
I have not yet found an icon that cannot be changed.

Since all folders shown in the Start menu are in the local file system
hence "local Start Menu folders", what are you calling the "global Start
Menu folders"? Are you instead asking about the redirection or junction
points in the Start Menu, those in the right-side panel for important
*functions* and *locations*? The links in the right-side panel are NOT
folders.

When you first display the Start Menu, it shows the Pinned list (top of
left panel), Most Recently Used programs (bottom-middle of left panel),
the search box (bottom of left panel), and the important locations and
functions panel (on the right side). When you look at All Programs, the
right-side panel stays the same but the left-side turns into a master
list of programs and THAT is where are folders.

The only item in the right-side panel of the Start Menu that I know you
can alter its appearance is the icon at the top used for your account.

In the Master Programs list, you can right-click on a folder to see if
"Open" or "Open all users" context menu entry is available. "Open"
means the folder is only under the profile for the current Windows
account under which you are logged into. "Open all users" means the
folder is under the All Users account. Just like before, the current
user profile's Start Menu folders are jumbled in with the All Users'
Start menu folders. However, those are all "local" folders in the file
system. I don't (and neither does Paul) know what Ant means by "global
folders" (and, in contrast, what he also means by "local folders").

Did you turn on the real administrator (not the fake one) and use that?
(net user administrator /active:yes)
Did you give yourself admin rights to change everything (run as admin)?
Did you turn off UAC?

Nope. I didn't change anything. I was able to reproduce it in a brand
new clean 64-bit W7 HPE SP1 retail VM too.


Did you turn on the real administrator (not the fake one) and use that?

fake one? :/ I never used "net user administrator /active:yes" before.

The admin acct without turning it fully on is partial admin.
I used full admin to give my user acct full admin rights (UID depends on
which computer). I then turn admin net user off: "net user administrator /active:no".
My user acct has full admin rights. My UAC is permanently off.
I am not worried about someone hacking my comp. I don't use anti-virus,
just several hdwr and softwr firewalls. If I were in a crowded office then
maybe I would change my user acct to simple user. I also recommend
partial user rights for people that are not too computer savy...
like my friends here that are happy to click on the green buttons
that say "Fix Your Computer Now!".
