How do I stop programs from starting up like Skype & Google Update?

I installed certain programs for *infrequent* use, but apparently they put
stuff in my startup for *continual* use.

How do I permanently disable that from happening?

I use Ccleaner in which you can enable or disable individual startup
programs in the Tools menu.
Use the free version and do a custom install unchecking anything you do
not need.

I tried ccleaner which only works most of the time.
Cleaner: Tools Startup Windows
The cftmon for example keeps coming back!

Assuming you meant ctfmon...
Something else is turning it on.
Do you use MS office, alternate inputs, or helpers for disabled people?
If so, then you will need to stop those services/programs from starting ctfmon.

MSConfig does most of it for you. It's part of Windows itself so type in
the Run command to start it. Use common sense when choosing what to
disable of course

I personally don't like any software that adds itself back in to startup
automatically again once I've disabled it. Every Adobe update seems to
do that as an example.

Skype Tools Options General settings [uncheck] Start Skype when
I start Windows
