Try various HP printer driver cleanup tools?

They use Sysinternals "Autoruns" to turn it off here.

Autoruns may look "complicated" when you run it,
but it's mostly harmless. Aggressive programs
can "override" the changes Autoruns make, so even
if you correct a situation with Autoruns, the problem
can come back. Autoruns is not a "policeman", it's
a "screwdriver for making adjustments".

The modern versions of Sysinternals programs, no longer
necessarily work on WinXP. If you have a WinXP system,
you'll need to use archive.org to find an older version,
and that's not going to be all that easy to do.

In any case, as a Win10 user, this program should be
fully functional. Have fun :-)
