Default Outlook Express

I'm having a real problem with my Outlook Express:

Everytime that I try to send a reply to a newsgroup I get "An error occur,
the message was not sent", all I can do is make a new message everytime.

I using Outlook Express exclusively for Newsgroup, and I would like to know
how to fix this, I tried to re-install it (using the MSOE5.INF) as well as
uninstalling it and then re-installing it. When I did those, I was able to
send reply for a few hours and then I got the error back.

I need help, please
