Default Restart does not work

I have found that a program called webwasher causes this, at
least on my system.

Otherwise, try this, if you have a logon screen, and you
restart from there does the same thing happen? If it restarts,
then there is some software that you have installed that is
causing this, go through them one by one.

Restart does not work either from the logon screen or when prompted by an
install wizard. The machne just shut downs.
