Default Capital letters

Can someone tell me why file names that are created in lower case
(with initial caps) get converted to all upper case? This happens to
me at least in instances where I synchronize files between two
computers, and seems to be happening more on my Toshiba laptop rather
than on my Dell desktop. Both machines are running WinXP Pro.
