Read only stuck on

All my folders are set to read only...even new ones I make. I can't disable
the read only flag. I have brought up the properties for the folders and
took the check out of read only and hit apply. It then asks if you want to
change just this folder or all files and subfolders as well. It doesn't
matter which one I select because it simply doesn't work. Any help would be
appreciated.
