Default MVP etc question USB-Scanner-WIA-NAV2003

Greetings to you all,This is along one
A. I have a:
1.M.B=Gigabyte 8IDX3 (with the latest BIOS), [socket:
423,CPU: P4 at 1.5Ghz,
Chip: Intel 845] 2 USB (Intel 82801BA/BAM USB Universal
Host Controllers 2442 and 2444 IRQ's 9 and 23 with
Microsoft driver, 1/7/2001,version: 5.1.2600.0-No problem
with devices, no conflicts, no warnings everything runs
smoothly. Printer: HP Deskjet 920c connected at parallel
port. Graphics card: Nvidia GeForce 4 MX440 64MB.Modem
Internal: SupraSST 56i PRO DF. Devices with latest
drivers.
2.Ο/S: Win XP Home English edition ( all patched and
updated SP1 etc, until 25 July 2003)
3.Symantec's Norton Internet Security 2003 (NAV2003
integrated)-No viruses (until 25 July 2003)
B. Problem: Only at Startup !!!
When I connect a scanner* with a USB cable at either USB
port I have:
1.When Windows Image Acquisition (WIA) service is set to
Automatic-If I place my mouse on top of the Norton
Antivirus icon on the taskbar in the balloon it says
(Norton Antivirus Auto-Protect is Disabled) for 6-8
seconds and in the meantime I can hear the sound the
scanner makes when it starts.
2.When Windows Image Acquisition (WIA) service is set to
Manual-If I click Start and then click My Computer a
flash light appears and searches for 6-8 seconds before
Files, HDD, FDD, CD appear. (Note 3: Similar to article
KB819017!!!)**.
3.When Windows Image Acquisition (WIA) service is set to
disabled then nothing happens at startup but I cannot use
the scanner. -When I use the scanning software and I try
to acquire the scanner, I get the following
message/warning: "Cannot Communicate with scanner. Cable
maybe disconnected check status. Scanner driver will be
closed" and when I click OK, I get yet another message "
Twain Error There is a twain error. Maybe the device is
not connected."

Temporary Solution: If I remove the USB cable (remove
scanner) and WIA is set to automatic at startup I have no
problems and when I want to use my scanner I connect the
USB cable.

Notes:
1.I have checked msconfig startup and clean booted my
system no help there.
*2. I have used two scanners a)HP Scanjet 3400c (with
it's latest XP driver HP support gave me) and b)
Canonscan Lide 20 (with it's latest XP driver Canon
support gave me).
**3. There is this article at MS knowledge base KB819017
close but it didn't help (only partly for HP 3400c
scanner the article says : flash light searches for 5+
minutes, mine searches for 5-8 seconds)
4.The Technical Support staff at Symantec told me (after
5 e-mails it's a rare case)
5.The Technical Support staff of either scanner Company
(HP and Canon) told me that this is Microsoft's problem.
6.The Technical Support staff at Intel told me that
Microsoft supplies the drivers for it's (1.1)USB's and
they didn't have any updates.
7.Finally Microsoft told me because Win XP is OEM to put
a question to you.

Here I am, what can I do besides the solution I
temporarily use? Can any (MVP) help? Or not to exclude
other users: can anyone give me an answer?
