Default Backup folder is read-only

We provide support for a software product that uses a
subfolder called "backup." We've found that some versions
of Windows XP make this folder read-only. If we go and
change the properties, XP re-sets the flag immediately.
Since the first thing the program does is back up critical
files to this folder, this setting makes the program
inoperable.

Does anyone know of a setting that will turn off this auto-
read-only feature?
