Default SceCli Event 1704 in Application log

The message is:

"Security policy in the Group policy objects has been applied successfully."

I see this when invoking the gpupdate/force comman and at random times
throughout the day, but the random times DO NOT correspond to the domain 90
minute +30min max refresh interval setting which is in place - they typically
are longer than the maximum of 120 minutes.

When a replication is forced on a DC because of a security-related change
(e.g., machine password change), will this cause the SceCli 1704 message?

Are there any other reasons this gets logged?
