Win CE2 help needed

I can't get my Windows CE2 software installed, so I am
unable to sync my handheld with desktop. On Set-up I am
asked if it's okay to remove RAS (Remote Access Services.
When I click "OK" I get: "Set-up could not remove RAS.
Please use Net Work Control Panel to manually remove
RQAS. When complete, restart windows and run Set-up again
to comlete windows CE Services installation."
I couldn't figure out how to remove RAS. so I tried
install again and clicked "NO." The software install
continued but desktop does not recognize handheld. When I
checked "Communications" on the desktop, it shows "Enable
mobile deice connection" as well as "Enabled Device
Connection which are both correct" The problem is it is
trying to use COM3 where my modem is located and
states "port resources are not available." Yet, the
handheld is connected to the computer.
