Default cd writing wizard

Hello, when i use the the windows cd writing feature, i get the balloon
message that says "you have files waiting to be writen to cd" and upon
clicking the balloon i see a window that says "files ready to be written to
cd" but no cd writing wizard screen. The write these files to cd option is now
under the "file" menu. Why can't i see the cd writing wizard window as i used
to? And how do i get it back.

thank you in advance regards Joe.

I would toggle off and on the 'recording' option on the CD Properties page.

Right click the CD in My Computer click Properties/Recording Uncheck "Enable
CD recording on this drive.", apply, restart windows, and recheck, apply,
restart.
