Default reload problems

What does "reload xp" mean? Reinstall over existing copy? Erase the disk
and start over? Something else?

What does "reload CD" mean? Retail Windows CD? Factory restore CD from
computer manufacturer? Something else?

Nobody can explain what "loads of gobblegook" means.
