Use this link, You will at least get access to help to troubleshoot further:
hcp://system/panels/subpanels/SubSite.htm. Just create a shortcut and
paste this into it.

I have the identical problem and was looking on this forum for a solution. Several people must have this problem. You have described the identical situation: No related topics appear but little check marks above saying "notes".

I hope someone can answer this question. It IS annoying as Roger said.

This is the link for the actual Help Homepage:
hcp://services/centers/homepage
That last one was for network Troubleshooting. Just create a shortcut on the
Desktop and paste this link into the location box. It will act just like the
original link, I have to find the registry key to put this link in and it
will work on the Start Menu also.
