Default File open/insert/save window in Windows XP

Hi

Can someone point me to where the behaviour is managed for the
box that pops up in Windows XP to navigate directories and select
files during open/save/insert actions from within any program.

The original (ie. good, default?) behaviour was that the directories
were listed (no details) alphabetically, followed by files (no
details), again alphabetically.

Somehow this has become bunged up - it now presents directories in
some non-alphabetic order, followed by files in some non-alphabetic
order.
(This then forces me to change the view each time to a detailed list
to then sort by name ..)

Using Windows XP Professional Version 2002 Service Pack 1
