Default tif downloading and printing

I have access to the Erie County NY Clerk's office
database of filed and recorded documents. They are
retreivable in tif format. However, the program from
which they are to be downloaded indicates that Windows XP
has "known problems with the TIF format and to contact
Support. I have tried this and Microsoft support is
useless and insists that I contact the OEM (Gateway) who
completes the cycle by referring me back to Microsoft
which refers me back to Gateway etc. ad infinitum.
Appearently there is a "fix" somewhere. I can get the
TIF file on screen but when I try to print out a copy the
printer functions but produces a basically blank sheet.
Is there a way to cause XP Professional to print these
forms on file? Some ancient Fuji Camera TIF files may be
the basis of the problem.
