I have been using a program called Ruler.exe by Dr. J Kummalil. It
could be used in any program, and the scale could be change from metric
to English. It could be used horizontally or vertically.

It ran with out installling, so was very low in overhead.

I used it in laying out christmas cards and many similar application
where you need to position items in documents.

The program worked until one of the recent Windows 10 updates.

Does any one know of a good substitute that will run under Windows 10 OS
build 17135.112 and forward?

Would also consider an updated version of Dr. J Kummali's progran.

Did it complain about a missing "mscoree" ?

It could be a dotNET program, calling on a
dotNET version you haven't enabled in
Programs and Features : Windows Features.

see if your .NET 3.5 is turned on.

As an OS customer, you're expected to do forensics
and figure out dependencies, like you were a developer
or something...

Pro version's nice too.

Yes very good, been using it for years.
Only downside since Win10 is that when you click and drag the ruler a
transparent box appears which moves and when you let go the ruler snaps
back to the box. In Win7 the ruler moved and you could position it
very accurately, now it is a bit more guess work, shame really, I just
wish I could cure that.

Next best ruler IMO is Aruler

I don't see that happening. (I'm using the pro version, so I don't know
if this is an artefact affecting only the free one.)
