Possible, but not long-term desirable because multiple users would then
be using up *my* bandwidth instead of the bandwidth of the homeowner
where the server currently resides (the windsurfing shop that sponsors
the cams pays their monthly Comcast bill).

Short-term, I have to agree with the suggestion to migrate the server up
to my physical location and see what happens. If nothing else, it
might assist in localizing the problem - i.e. If the problem never
recurs in the new location, that would suggest something at the remote
site (which cannot be completely taken out of the loop because of the
radio link).

Hmm. Can you not arrange that the multiple users use up the *shop's*
bandwidth (e. g. by moving the PC there, if it's needed at all)?

No because the shop (where the cams are) is on DSL and the ISP wants an
arm-and-a-leg to supply cable for a "Commercial Enterprise" (which is
basically a large garden shed where somebody sells windsurfing equipment
and gives lessons on weekends during the summer). Hence the radio link
to the server at a residential address.
