Default HELP: MSN Messenger 6.2 vs. Windows XP networking

This is regarding MSN Messenger 6.2.
Okay, am having problems understanding this webpage:

http://help.msn.com/EN_US/HelpWindow...ger&ContactUs=

0. Configure your network for file transfer.
1. Open as many TCP ports as you can between 6891 and 6900.
2. Configure the TCP ports so that sockets on a port remain open for an
extended period of time.

How can I open TCP ports from 6891 to 6900 automatically all at once?
