Default video driver hogs processor

I'm helping sort out a system for someone. I noticed one of its dual
cores was busy 75% all the time. We wanted a different drive anyway so
I put in a clean drive and clean install of Xp SP2. Okay so far. Then
I put in the video driver and cpu time goes back up. Uninstall the
driver and let it use generic driver and it's okay. Installed SP3 and
it added an ATI driver and now that core runs about 20% all the time.
What gives here?

ASUS motherboard with Athelon 64 X2. All the drivers and current bios
etc from Asus. Current card driver from ATI. An ATI Radeon HD 4350
card. Haven't even installed apps yet just trying to get Win and basic
system to run right first.
