Default Taskmgr.exe problems

I need some help. I have found that whenever I play a
game or a program that will take up to 80% of my CPU
process, my computer will freeze up for 14 seconds every
2 minutes. I have noticed that when my computer freezes
up, the taskemgr.exe will be taking up over 60% of my CPU
process, and drop the program that I am running to about
20%. I know taskmgr.exe is causing the freeze up, but I
have no clue how to fix it. I believe it to be my
processor or the motherboard, but I don't want to go out
and by one or the other to do testing on it. I had
downloaded all updates and patches for my computer but it
still happens. I have even went back to the basic
computer configuration. Please help me, I am going crazy.
