Default Sound Problems

I seem to be having (you guessed it) sound problems. I can get sounds in
games, and media player, and stuff like that. However, I can't get windows
sounds to work, such as the startup/exit sound, the MSN sounds (like when
you get a new message and stuff), and Flash sounds don't work either. Can
anyone help?
