Since the op stated the owner can't remember enough information for MSFT
to help it seems logical it's the Windows logon MSFT account password.

If 8.1 and Password Reset fails, a reinstall of Win 8.1 is(not may be)
necessary.
- no other route for 8.1 when the sole Windows logon is tied to a MSFT
account. And if reinstalled using the lost password MSFT account won't
work - a new MSFT account is necessary.
- It would be appropriate, if at all possible, to mount that laptop
drive in a disk caddy and retrieve any necessary data on it before
wiping and reinstalling Windows.
