Default Another windows temp folder question

Our Win8.1 has decided I no longer deserve access to:

C:/Windows/Temp

Whatever I try, it gives a permission denied. UAC is off and I've tried
'open as administrator' but it still refuses access.

I've tried to reset and edit permissions, all I get is 'you need read
permissions to edit the security options' and no ability to save any
changes. I CANNOT edit the permissions for ANY user.

I obviously have the ability to delete the (substantial) Windows temp
file contents using a Linux CD, but would rather persuade Windows to let
me in.

Any thoughts?

Search on "how to access the real administrator in windows 8".

Have fun,

Oh, how simple. I was searching on using my account and editing the
permissions, but using the net administrator was so simple.

Thanks
