Default Startup just loops

For some reason XP will not start up properly. The
computer continues to act like it is going to start up
properly but it just loops. I do not have pcAnywhere on
my computer - which is the main response in the database.
Any suggestions?

Turn on computer and hit the F8 and start in safe mode

I tried getting the computer to start in safe mode and I
also tried to revert to last time it started; neither
seemed to work - it just keeps looping. If safe mode does
not work, any other suggestions?
