Default Associating files

XP Pro, SP3, updated a month ago, T42 IBM ThinkPad.

I put a shortcut of an ASCII file on my desktop for convenient opening.
This text file is the output (currently with an extension of .C09) of a DOS
program I still use regularly. My intention was to be able to click on the
shortcut and open it in the DOS program.

I went through the process to set up an association for it, using the Browse
button to find the DOS program (in the same sub-directory as the C09 file)
that can open it.

When I clicked on that program, the association "editor" immediately
associated the text file with Adobe Acrobat Reader, which, of course, will
not open it. Repeated attempts gave the same result.

What the ... ?

PS. I know there are other ways of handling an operation like this, but I
already have an operation like this working on a separate/similar file
(.S09).
