Default Windows 10 Pro on old PC and Windows 10 Home on new PC

I got a new desktop for Christmas! My old PC has Windows 10 Pro,
bought the update for $40 years ago (I think in Windows 8) when
MS offered it. Here's what I'd like to do:
1. Transfer my Pro-ness from the old to the new PC.
2. Purge my old PC of my info and programs and gift it to my
neighbor as a Windows 10 Home PC.

Questions:
Will MS let me do this?
If so, how do I do this.

Merry Christmas! and TIA for any advice.

1) Back up both PCs.
2) Reinstall Windows 8 or Windows 10 Home on the old PC.
Anything but the Windows 10 Pro that used to run on it.
3) Go to the new PC and offer the Windows 10 Pro Anytime
Upgrade key, freed up by step (2).

If there is any problem, restore from backup, booting
up the old PC first, then the new PC.
