GIMP with the G'MIC plugins.
Glugle it.
Needs a fairly powerful machine, though.

Found it. Thanks. http://gmic.eu/gimp.shtml
Very complicated. Maybe too complicated.
My Gimp is version 2.4.7

Have installed GMIC but have not figured out how to texture yet.

Welcome to the G'MIC-Qt for GIMP Setup Wizard
This will install G'MIC-Qt for GIMP version 2.4.3 on your computer.
C:\Users\jf\AppData\Roaming\GIMP\2.10\plug-ins\gmic_gimp_qt\platforms

Sorted by "Installation Date" the plugins are installed to Gimp 2.4.7.
Xtns - Plug-In Browser - shows the many GMIC plugins installed today
Gimp File - Preferences - Folders - Plug-Ins

The installed GMIC plugins appear to be recognized by Gimp 2.4.7.
Now comes the complicated part of how to texture any given JPEG image.

Just open a photo and then choose Filters -- G'MIC --
Artistic
I don't have Clothify, but I have Brushify. I use an older
version.

Make sure you have added the G'MIC folder in Edit - Settings -
Folders - Plugins or it will not appear in the Filters menu.

PEBKAC ---\ "Clothify" is a built-in plugin. You don't need
G'MIC for that.

GIMP (mine is 2.8.22)

Filters -- Artistic -- Clothify.
Though G'MIC does give you some very nice stuff .....

I KNEW I'd seen it somewhere. I just assumed it was G'MIC.

I don't think it's actually working because there is no GMIC menu.

My folders on Gimp 2.4.7 definitely show GMIC "plaforms".
File -- Preferences -- Folders -- Plug-Ins --
C:\thepathto\gmic_gimp_qt\platforms
But there still is no menu that says "GMIC".

Maybe I should load the latest Gimp as mine is different.
I can't find a GMIC menu.

There is a menu for
Filters -- Artistic -- Clothify
Filters -- Artistic -- Oilify
Filters -- Artistic -- Apply Canvas
All of which work.
There is no "Brushify" though.

I guess I don't need GMIC because Clothify and Apply Canvas are defaults.
I don't know why the GMIC menu won't show up though.

You have to ADD the G'MIC folder. Maybe your version of GIMP
is too old to recognize the new G'MIC.

Maybe I should load the latest Gimp as mine is different.

I use GIMP 2.8.22 "Portable", though there's nothing portable
about it.

I had to download an older version of G'MIC via archive.org,
as I'm on XP, but that shouldn't be a problem for you. G'MIC has
dropped support for XP and does not allow you to access archived
versions. Weird.
I can't find a GMIC menu.

There is a menu for
Filters -- Artistic -- Clothify
Filters -- Artistic -- Oilify
Filters -- Artistic -- Apply Canvas

Simple:

More detail:

I prefer MANUALLY copying the G'MIC files (as in the second video) to
a new folder I create called GMIC under \Plugins and add that folder
manually in settings (as in the first video). I do not allow Internet
access.

Note G'MIC appears faded (you cannot use it) in the menu until you
actually load an image.
