Default unable to access seral ports anymore after modem installation

I have applications that from time to time need to access modem via serial
ports directly (a bank client for example).
This problem that i'm having happends right after a modem installation on a
particular serial port.
RAS connections occupy serial ports no matter if they are currently active
or not all the time.
I've seen this problem on winxp, and 2003 machines.
How can I fix this?
