I'm on "Windows 10 Professional (x64) Version 1909 (build 18363.535)"

Works fine for me - i.e. I can Drag an Icon from the Start Menu onto the
Desktop

Glad to see I'm not the only one.

I am used to having let's say Explorer displayed on the Start menu which
I can right click and drag onto the desktop and create a copy of the
shortcut on the desktop.

That works on the 1909 on my laptop. What happens when you try it?

WinVer tells me 1903 which means nada to me given I'm new to 10 user.

When I open the Start menu and scroll down to let's say Internet
Explorer if I right click and try to drag the icon onto the desktop
nothing happens. "Mo gives limited choice of Pin To Start menu and
little else. I'm being forced to go into Properties - File Location and
manually locate the exe file to accomplish a drag and drop onto desktop.
That ain't progress.

Assuming you are not trolling, Go to the White MS Icon on the lower left
of the taskbar.

Click it and then All Apps
Scroll down to the item you want.
Right click on that Item.
(From what you said this is what your have been doing)

Instead of dragging the icon click on "Pin to Start" or Click "More"
and then "Pin to Task bar"

If you want to place an icon on the Desktop, Click File Location and
then create a short cut as it has been done in Windows for years.

Two comments.
1) If you click the White MS Icon on the left of the Taskbar and type
what you want, when found it will appear at the top of the pane. (There
will be not place to start typing, just start typing.)

2) Internet Explorer is obsolete and not support. You may wish to try
MS's Edge browser, or look as something like Firefox. constantly being
improved.

First irritiation must be that one cannot seem to drag-n-drop
things like used to be able to do, e.g. can't just drag something
from the start menu and put it on the desktop, explorer also seems
to limit what's dragable. ARGH!!!!

On the icon, click right, More, File location.
The you can copy the shortcut.

But shortcuts on the desktop is so XP.
You can remove, add and rearange te large icons in the startmenu,
even widen (dragg) te layout at the top end the rightsite.
All persenal schortcust are then avalable anytime by the start
button. Make a clean desktop and you love it.

Get a bigger monitor! 1280x1024 is so XP.
