Create Shortcut not working

When I right click on the desktop and select New, then Shortcut, nothing
happens. I can't create a new shortcut on the desktop or for that matter
anywhere. I just experimented by creating a new folder on the desktop,
then tried to create a new folder and...Nothing.

Windows 7 Pro.

just right-drag your main icon to the desktop - you will then get a choice -
select shortcut
