Combining Files

I have a video file that due to size is broken up into 4 parts.
a.mp4.001
a.mp4.002
a.mp4.003
a.mp4.004

I wrote a batch file to combine them. The batch file worked fine
when I had Windows 7, but Windows 10 does not like it. I keep get a
warning saying "Control Folder Access Blocked"

I looked all over in the settings, but can't find anything that will
allow me to combine them.

Any suggestions?

Start, Settings, Windows Security, Virus & Threat Protection, Manage
Settings, Manage Controlled Folder Access, Turn Off Controlled Folder Access

The better way is to edit the lists of protected folders, or allows
pecific apps to (probably cmd.exe in case of your batch file) to access
protected folders
