Default Microsoft Framework Security Download Win Updates

How do you check your computer to see if you need to
download the Update "Microsoft Framework Security Utility"
through Windows Updates? I have Windows XP Home Edition. I
am also unable to install SP1 Patch. I have installed it
three times along with the HP Patch, to only end up having
to perform a Destructive Recovery. The last recovery I
performed did not install all my computers dll and cab
files. The only time I can detect which files are missing
or corrupt is when I try to install a Program or Software
CD. I don't know if this is related, my cd-rom drive no
longer is working.
Any Suggestions?
