Default Xp toolbar problem

Hi. Whenever I open any program (like Internet Explorer) a little icon
never comes at the bottom in my toolbar. Its hard to explain. There is
nothing at the bottom of the screen and if I minimize Explorer, it
simply vanishes. I can find it again with Task Manager. I don't know
whats wrong.
