From v. 1803 to 1809

I have Windows 10 Home Edition (64-bit) v. 1803. So far Windows Update
has not proposed to download and install v. 1809. Maybe it is because
I have a slow DSL line...

Would the third file shown in this link be the one that I can use to do
the upgrade myself?

KB4476976 is for build 1809, not 1803. I don't see any Jan 2019 update
for build 1803 he

Instead of reinstalling the whole OS, can't I just download the KB file
that updates v. 1803 to v. 1809?

Ah, yes, I see what you mean. The only thing that would be a problem
is that using Microsoft's Media Creation Tool would require a
download/install of v. 1809 files using my slow DSL line. I wanted to
dowload the KB file for v. 1809 using the PC at work...

There isn't just a patch to upgrade it the problem. You have two options
(fellow user with no broadband):

1) Download using Microsoft's Media Creation Tool, yes it will take a
long time, but does work in the end whereas upgrading directly within
Windows Update often fails on slow connections.

2) Go to a Public library where they have broadband and download the iso
on a thumbdrive.

First of all, you can't cheat mother nature.

The install is a 3.5GB piece of media.

You can download the 1809 ISO, right click and mount it
in File Explorer as a virtual optical drive,
run Setup.exe off it, and do an Upgrade install from 1803
to 1809. (Back up your C: partition first, as a safety
measure. Not mandatory, but important for your own
hair loss reasons.)

The above Catalog server entry is way way too small!

That can't be an OS.

If the OS ever gets around to upgrading itself via
Windows Update, the download will still be large and
a nuisance while you're trying to do other stuff.

Having the download in ISO format is the best option,
as you can make an emergency boot DVD out of it. But
for Upgrade installs, you can get better performance
by right-clicking the .iso file and selecting "Mount"
from the right click menu. And do the Upgrade install
from the virtual DVD drive that results from such an
operation. Keeping 1809 on a DVD-RW or the like, is
for emergencies ("I need to do a clean install" or
"I need an emergency Command Prompt source").
