Default Window display order

I routinely have a dozen windows open on my desktop [and I don't want to
hear how foolish/stupid that is either]. What determines the order they are
opened when Windows starts up? And is there any way I can control that
process so they always open in the same sequence?

Not sure how you are starting them, but you could just create a batch file and put each execute in there in the order you want them to open.
Then just put the batch file in your startup folder. If you okay with batch files.

However the caveat to this is, one may open faster than the other and it probably is a first come first served (displayed) issue.

If you had a sleep command in windows you could put a few seconds after slower programs to let them load.
I found this as a possible sleep / pause command.

timeout 5

timeout 5 nul

Good idea. Anvir (anvir.com) has among other things delayed startup,
but whatever amount of time you choose. Separate time for each
program. There's a free version. It does so much I can't imagine
what more the paid version does.

Over the months I have had this laptop I opened the various windows as
needed, usually to keep certain sites always available without having to
bookmark them and then pop a window/tab and lookup the bookmark to
populate that screen.
Whenever Firefox starts like after a Firefox update or a system
restart/boot all the windows are opened, but the order from left to right
seems to vary without any rhyme or reason that I have been able to
observe. I would like to set the order that they appear so that it is the
same each time.

You can specify window positions for some TYPES of windows. Like
WordPad, the file manager, some third-party apps, and maybe your
browsers (I always have them maximized). The Microsoft Mathematics
window always comes up above the place it is closed.

I can't even make every type of window come up in the same place.

The last iteration of a file type window you close will be the place
that type of file opens next time. In other words... If you have three
WordPad files open, the last one you close will be the next open
location for WordPad files.

Unfortunately, that's it for placement of windows on startup, at least
without a utility of some sort (if any). Microsoft doesn't even allow
proper arrangement of windows when you right-click the Taskbar, anymore.
That function has been dead for years.

With Firefox on the desktop...

Open the windows you want in different tabs.

Right-click tabs bar (open area) check Bookmarks Toolbar

Right-click tabs bar select "Select All Tabs" Right-click tabs bar
Bookmark Selected Tabs.

Next time... Right-click that bookmarks folder Open All in Tabs.

Or you can use the bookmarks manager to rearrange those bookmarks into a
single folder.

No need to do so much work.

Sites and bookmarks? Are you talking about tabs, or about windows like
you said in your first post. If windows, I have more to tell you.

and then pop a window/tab and lookup the bookmark to

What does pop mean? What does window/tab mean?

populate that screen.

When I reopen FF, the tabs are always in the previous order. Although
I've closed some tabs, and they usually stay close, the other tabs have
been in the same order for weeks or months, with FF opening and either
closing or crashing dozens of times. The FF windows vary in order, not
just on restart but during use.

There is a firefox newsgroup. It has its own server, with 30 or more
mozilla newsgroups.

If I am reading this right all the tabs will appear in one window. Since
I currently have 57 tabs open across 12 windows, that would be a little
unmanageable

However you do it... That's the easy way to open a bunch of bookmarks
at the same time.

I'm not really sure what that problem is, actually. I understood the
window placement stuff.
