If affordable,I'd opt for the i3 with the 4GB RAM.

Why a desktop? A notebook/netbook/chromebook would be more suitable to
your friend's needs. With dealers clearing out Windows 7 ones, you
probably can find a deal or two. I suggest looking online instead a
retail store.

Should be no problem. Remember W8 was designed to run on lower spec
tablets, too.

This is the model I'd pick.

Overkill for e-mail and light web browsing.

Yes.
