Default Resetting Windows 10 on a touch screen tablet with only usd ports

My tablet has been giving me fits since I got it. Every upgrade has
been a big hassle. When I tried to install Fall creator edition, it
failed and I lost about 10 GB of storage. leaving only about 12GB free.
Note: to Run Windows 10 I had previously removed the restore folder to
get room for Windows 10.

I tried to do a Reset from Windows 10, and it went smoothly until the
end when it asked for input of y or n. I find there is no way to input
the answer as the touch screen is disabled, there is no response to the
mouse nor key board.

Is this tablet dead or is there a way to over come this problem?

If I down load the complete installation, to a bookable USB drive, and
try to install Windows 10 this way will I end up in the same situation?

With the Keyboard connected it accepted the Enter Key and we are
continuing with reset.
